## Best for

Plan tiles with active and public switches, entitlement and add-on lists, and a dialog for monthly and annual price and per seat billing

## Agent notes

- Replace `plans` in data.tsx; each `PlanTile` seeds its Active, Public and price state from it and does not write back
- `CreatePlanDialog` only toasts a drafted plan and takes no callback, so a new plan never appears in `plans`
- `hasUnsavedChanges` starts true and `handleSave` only clears it with a fixed toast; tile edits never set it
